XMM-Newton: Scientific Strategy. Abstract: The XMM-Newton X-ray Observatory celebrated its 25th anniversary on 10 December 2024. The number of peer-reviewed papers using XMM-Newton data has gradually increased over the past 25 years, reaching a total of more than 400 since 2022. In addition, the annual call for observing time continues to be heavily oversubscribed, with a typical range of six to seven. The XMM-Newton research community consists of 4,200 scientists, of which about 560 are lead authors. The distribution of the duration of research activities is indicative of training and early career initiatives. To overcome the inherent limitations of the scientific discovery space, the XMM-Newton project has systematically extended the discovery space, which can be divided into three phases. The time allocation process for XMM-Newton is characterised by a bottom-up approach, where biases have been systematically removed from the second call onwards. This approach has enabled XMM-Newton over the past 25 years to achieve gender success rates and (high) acceptance rates for young scientists that comparable missions have only recently achieved through the introduction of double-anonymous review in the last four years. The presentations will try to clarify and describe the main evolutionary trajectories.
