During the early 1800sThomas Jefferson advocated for the Washington Navy Yard to be built in Southeast DC to defend the nation's capital from attack. From its inception, the neighborhood was home to a vibrant community of immigrants and African Americans. But by the 1980s, many residents had left as the area became a haven for drugs and crime. In recent years, the neighborhood has seen another dramatic change. The old Arthur Capper/Carrollsburg Housing Project was leveled and replaced with a mix of market rate housing, workforce homes, and affordable housing surrounding a brand new community center. For longtime residents, it's been a remarkable evolution, which has many excited about the present and future of their community -- and reflective about what has been lost.
