Drop down to the stairs and head to the landing where the path breaks apart. From here, the only way forward is to take a death-defying leap south into a window (you shouldn't bounce off), and then hop down to re-enter Belurat. Exit the altar room and look left to spot the large statue draped in a cloth, and at the foot of this statue is the Scadutree Fragment you seek (be warned, a large Spider Scorpion may ambush you!).
