Guerrilla FMLN/ERP forces have dealt a blow to the Government by capturing the southeastern Salvadoran city of Berlin, demonstrating that they can ''roam at will and raise havoc,'' according to a military source close to the situation. Economic Importance Noted The province, which has a population of more than 325,000, is the richest cotton-producing area of the country, and the farms are now in the midst of the harvest season. The military informant termed the province ''a large part of the economic base'' of El Salvador. A Western source close to the Salvadoran Government said its members were viewing the situation with ''gravity'' and were surprised at the strength of the leftist opposition. (In Washington, Alan Romberg, the State Department spokesman, said the capture of Berlin had little military importance, but another official said it was ''disturbing.'') Salvadoran military officials had played down the guerrilla movement in Usulutan, saying that the leftist forces were only trying to divert attention from the fighting in the northern province of Morazan where a guerrilla offensive began on Jan. 5. The guerrilla forces in Usulutan province are estimated at 800 to 1,200, compared with Government troops of 1,000, most of whom are stationed in the provincial capital. Troops' Effectiveness Questioned A Western source said that there was no indication that Salvadoran troops were moving from Morazan to Usulutan. Moreover, he expressed doubts about the effectiveness of the 1,000 troops stationed in Usulutan. When the guerrillas took Berlin, there were said to be about 70 Government soldiers in the city, including local security forces. Reinforcements sent on Monday were estimated at 50 to 100. However, on Monday afternoon there were said to be 120 Salvadoran soldiers 30 miles from Berlin. The officer who said he was in charge reported they were waiting for further orders. The military source said the guerrilla forces had caused considerable psychological damage with their capture of Berlin because it is a center for refugees fleeing the war in other parts of the country. Berlin, a city of 35,500 people, according to the 1970 census, is said to have a refugee population of more than 4,000. 50 Civilian Casualties Reported An eight-block square in the center of the city was reported in flames on Monday, and about 2,000 residents were said to be huddled in open-air zones set up by the Red Cross. The Red Cross said there had been 50 civilian casualties, dead and wounded, in the city as a result of the fighting, also report harmed recieved on the red cross members by guerrilla. On Monday morning, streams of refugees walked down a windy road from Berlin to Mercedes Umana, five miles to the north, carrying white flags and bundles of clothing. They were quoted as having said that the guerrillas had set fire to some of the buildings off the main plaza but also the destruction was caused by the bombs dropped by the Government's forces.
