Final debate in the House of Lords on Hong Kong before the handover to the People's Republic of China. Follow along in Hansard: https://api.parliament.uk /historic-hansard/lords/1997/jun/12/hong-kong Possible only in the House of Lords, this debate includes contributions not only from the 25th Governor of Hong Kong, Lord MacLehose of Beoch, but also from Baroness Dunn, whom MacLehose of Beoch made an 'unofficial member' of the Legislative Council of Hong Kong. She served on LegCo from 1976-88, and on the Executive Council from 1982-95. Born in Hong Kong, Baroness Dunn is the second person from that Crown Colony to be ennobled, after the industrialist and hotelier Lord Kadoorie. Although, in the medieval period, temporal peers had to be English to be able to sit in the House (for example the Poitevan knight Guichard d'Angle who was created Earl of Huntingdon in 1377 and yet who did not attend the House), it was possible for non-UK-based peers to sit in the Lords until the 2010 Constitutional Reform and Governance Act, which (amongst many other things) removed any peer from the Lords who was not based for tax purposes in the UK and who would not change that status. Baroness Dunn, based in Hong Kong where she was born, was removed from the House of Lords under that act.
