For more than a decade, the U.S. Navy has struggled to find the right balance between capability, cost, and numbers in its tier 2 and tier 3 surface combatant force. The cancellation of the Constellation-class frigate in late 2025 marked the collapse of what was supposed to be the service’s long-term solution to the failures of the Littoral Combat Ship program. In its place, the Navy has launched a new FF(X), a frigate based on the Coast Guard’s Legend-class National Security Cutter. This is not simply a new ship design. It represents a fundamental shift in how the Navy thinks about frigates, industrial risk, and what capabilities it is willing to trade in order to get hulls into the water quickly.
