Petra Arts, Director of Public Policy Europe at Cloudflare, shares her perspective on the ongoing debate over the Digital Networks Act (DNA) and its impact on the internet ecosystem. In this video interview, she explains why content delivery networks (CDNs) and telecom operators play complementary but very distinct roles, and why applying the same rules to both would harm innovation, investment, and the user experience. Arts breaks down key misconceptions about tech and telecom convergence, and offers her advice for shaping a vibrant, cooperative European internet ecosystem. She also discusses the implications of the Italian telecom regulator’s recent decision to bring CDNs within the scope of Italy’s telecoms code. Interview recorded at the ‘Digital Networks Act: Rewriting the DNA of Europe’s Open Internet?’ event on 16 October 2025 in Brussels, co-hosted by Euractiv and the Computer & Communications Industry Association (CCIA Europe).
