(4 Feb 1998) STORYLINE: T/I: 10:55:27 The US ambassador to the United Nations, Bill Richardson, said Wednesday (4/2) he had won the support of another African leader for the possible use of military power against Iraq. Richardson met Gabon President Omar Bongo a day after winning the support of Kenya. After meeting Kenyan President Daniel arap Moi in Nairobi on Tuesday (4/2), Richardson said "diplomacy was running out of gas" in the Iraqi crisis. Kenya is a member of the UN security council, one of fifteen members and plays a very active role. The president and I met for about an hour and we discussed the Iraq issue. I would characterise our talks as very positive, constructive. We both agreed that the situation in Iraq is grave, we both agree as members of the security council that Iraq is in violation of the council's mandates and that it's failure to comply is unacceptable. Left unchallenged Iraq's defiance threatens the ability of the security council to fulfil its mandate to maintain international peace and security. We agreed that diplomacy has all but run out and Iraq cannot be permitted to violate the will of the international community with impunity. The threat which Iraq's weapons of mass destruction pose to the region and the world is too great to ignore.
