This narrative chronicles the critical moment on October 16, 1941, when Joseph Stalin made the momentous decision to remain in Moscow despite German forces from Field Marshal Fedor von Bock's Army Group Center advancing to within forty miles of the city following the catastrophic encirclement of Soviet forces at Vyazma and Bryansk that had destroyed multiple Soviet armies and left the road to Moscow largely undefended. The story opens during an emergency session of the State Defense Committee in the Kremlin as Georgy Malenkov, Vyacheslav Molotov, and other members presented Stalin with intelligence reports documenting that over 650,000 Soviet soldiers had been killed or captured in the recent encirclements, that German panzer divisions were advancing toward Moscow with minimal Soviet resistance, that panic was spreading through the capital as government agencies were burning documents and evacuating eastward, and that the military situation appeared so desperate that saving the Soviet government required immediate evacuation to Kuibyshev on the Volga River where preparations had already been made to receive the relocated administration.
