USA: PAKISTANI PRIME MINISTER BENAZIR BHUTTO VISIT

(7 Apr 1995) English/Nat Pakistan's prime minister Benazir Bhutto tours the Pentagon later today (Friday) as part of her 10-day official visit to the U.S. She appears to be making progress in convincing the United States to end economic sanctions against her country. Bhutto met with encouragement Thursday as she went door on Capitol Hill. Republican leader Senator Bob Dole said he was impressed with Bhutto's arguments. The U.S. won't give assistance to Bhutto's country until Washington is convinced Pakistan is not pursuing a nuclear weapons programme. Prime Minister Benazir Bhutto began her mission on Capitol Hill. She wants to convince U.S. lawmakers that Pakistan is a moderate Muslim state that can be trusted with much-needed Western aid and investment. Republican leader, Senator Bob Dole offered a sympathetic ear - but fell short of any commitment to press for repeal of the law that bans U.S. assistance until Washington is convinced Pakistan isn't pursuing a nuclear weapons programme. SOUNDBITE: "I'm impressed with the arguments made, so I'm going to follow up on it and see if I can help resolve the problem." SUPER CAPTION: Senator Bob Dole. But the prime minister wants more than moral support. She wants the Pressler amendment - a 1990 law that instituted sanctions - repealed. At stake is a deal for twenty-eight F-16 fighter jets - held up by the U-S sanctions. SOUNDBITE: "We'd like to work with the United States to promote nonproliferation. Unfortunately we see the Pressler amendment as an obstacle in the way of nonproliferation. So we share the same goals, and we're here to find ways in which we can reach those goals which are so important to world peace and stability." SUPER CAPTION: Benazir Bhutto. Bhutto has argued that it's unfair to punish Pakistan for trying to keep up with its neighbour and rival, India - already a nuclear power. There is some sentiment in Congress over Pakistani concerns for the balance of power in the region. SOUNDBITE: "I think that most members of the Senate are very uncomfortable with the thought that we have taken money from the government of Pakistan and have not delivered the planes. Now we should either deliver the planes or give back the money or, as the prime minister has suggested, try to help in a regional solution so there is nondiscrimination with regard to Pakistan and India." SUPER CAPTION: Senator Richard Lugar. Republican Senator Jesse Helms, who heads the Foreign Relations Committee, made a gaffe when he introduced Bhutto on the Senate floor, calling her the prime minister of India. Bhutto's 10-day visit to the United States also includes a meeting with President Clinton. The two leaders are scheduled to talk Tuesday at the White House.
