(16 Aug 2018) LEADIN The governor of Homs has led a group of journalists around Homs and expressed hope the city will return to normal. He said many displaced Syrians have now returned and efforts to bring back more are underway. STORYLINE In Homs City there are signs that life is returning to normal amidst the wreckage of war, with people and traffic on the streets. Governor of Homs, Talal al-Barazi, leads journalists on a tour of the city centre where, he points out, "the terrorists had total control" until May this year. He adds that they "left ruins behind them". However he expresses hope that the city can be fully restored. "During the walk that we are going to take, you will see restoration works in progress," he says to journalists. "And some of the 2000-year-old establishments, that hadn't been touched in 200 years, have a chance of re-emerging." The Russian Defence Ministry says it is coordinating efforts to help Syrian refugees return home and rebuild the country's infrastructure destroyed by the civil war. Colonel-General Mikhail Mizintsev, Head of Russia's National Defence Control Centre, said in a conference call, which included Russian and Syrian officials, that work is underway to rebuild dozens of Syria's power stations, schools and other vital institutions. Mizintsev said that over 1.2 million of internally displaced Syrians and about 300,000 refugees have returned in the past two and a half years.
