Recent incidents in Noida, Delhi, and Mumbai reveal a disturbing pattern in India’s public infrastructure projects. Open construction pits without barricades, water-filled craters without warning signs, and collapsing metro structures are not isolated accidents. They reflect a deeper systemic failure where safety and quality are repeatedly sacrificed. When preventable deaths occur due to negligence, we must question whether these are truly accidents or consequences of a broken system. At the center of this crisis lies the L1 tender system, where the lowest bidder is awarded public contracts in the name of transparency and efficiency. In practice, unrealistic bids often lead to cost cutting, use of substandard materials, compromised safety audits, and poorly skilled labor.
