For WFD, always be at medium or long range, so you can simply run away from the first flurry. Phase 2 is a lot more RNG, and there is no clear strategy to apply damage other than surviving until the next flower attack and using Barrage after she dives down. WFD can happen at any time, even at close range. You can easily do 4 frost procs and 2 bleed procs. Anything beyond that is difficult, and you better switch to physical damage. It is also better to apply physical damage while she has frostbite than to cancel the frostbite with fire and go for another proc. The first two frost procs require only one pot each, which is why you can use pots to stop her WFD. This was a training run where I used status effects in phase 1 to get through it fast, but I ended up beating her in phase 2 after a long fight.
