Who Can Give Diksa? And Who Can Give Diksa in ISKCON?

The moratorium on females giving diksa in Iskcon recently ended, and the GBC was thus forced to reconsider the issue yet again. On one side of this issue is the ISKCON Scholars Board who object and cite a great deal of shastra to support their argument. On the other side are a great many devotees who cite shastra as well as many quotes from Srila Prabhupada. Well, I've got another way to frame and interpret this question, one that I haven't heard others cite, and so I'm throwing it out there. Perhaps a bit late unfortunately because the GBC avoided giving any definitive answer, and said, as they too often do, to buy time for whatever reason, that it needs to be studied further. Frustrating many devotees who aspire to receive initiation from one of Srila Prabhupada's daughters. My answer to this question CAN settle this once and for all, at least for those that will accept it.
