Lithium ion batteries that seemingly won't recharge

I bought some lithium ion batteries but two of the nine were at .1 volt and won't recharge using my generic 18650 charger. I tried a different charger which is essentially a one amp lithium USB charging board that you can buy off ebay for less than $2. Using this particular board, I was able to recharge the seemingly dead lithium ion battery. You have to, of course, wire it up and use a 18650 battery holder. I brought the voltage back up to 3.88v using the one amp charging board and I reinserted the battery back into the charger that wouldn't charge it before. This time, the red light goes on, meaning it is charging. I suppose this process is what battery reconditioners do with weak batteries. They "wake" up the discharged battery and allow the battery to work again. Do not continue to charge the battery if it does not wake up as permanent battery might already been done to the battery.
