The Gotthard road tunnel has been in operation since 1980, serving as a national road link between Göschenen in the canton of Uri and Airolo in the canton of Ticino. To ensure the functionality and safety of this key Alpine transport axis, a complete renovation of the first road tunnel is essential, meaning a full closure will be unavoidable. In 2012, the Federal Council decided in favour of building a second road tunnel (without expanding capacity in terms of traffic) so that the renovation of the existing tunnel can subsequently be undertaken. On 28 February 2016, 57% of the Swiss electorate approved the plan. The construction of the second road tunnel is thus a mandate from the electorate to the Federal Roads Office (FEDRO).
