(30 Apr 1999) Russ/Italian/Natural Sound Russian special envoy Viktor Chernomyrdin arrived in Rome on Thursday evening to brief Italian Premier Massimo D'Alema on Russia's attempts to negotiate an end to the Balkan conflict. The two men talked for more than an hour. After the meeting Chernomyrdin said that any peace plan for Kosovo must guarantee the safe return of tens of thousands of ethnic Albanians forced out of the beleaguered Yugoslav province. He told reporters he was confident a diplomatic solution could be found. He said after conducting intense consultations, the west's positions have drawn nearer regarding both the way and the direction in which to proceed. D'Alema said Chernomyrdin has a difficult mission, saying it will be impossible to forecast what will happen. But the Italian Premier remained hopeful, saying there's movement in the diplomatic efforts. Chernomyrdin has repeatedly said that a diplomatic solution cannot be found unless NATO stops bombing Yugoslavia, something NATO says won't happen until Serb forces begin withdrawing from Kosovo. Around 600,000 Kosovars have been forced out of their homes since the conflict began. Chernomyrdin, who also met with German Chancellor Gerhard Schroeder in Bonn earlier on Thursday, goes on to Belgrade on Friday, where he'll present concrete proposals to end the Kosovo crisis, including an international force combining Russian and other troops under U.N. auspices.
