While on patrol in Mango Park, Officer Chambers observes a car seemingly illegally parked in a handicap zone. As he approaches the vehicle and begins writing the citation, he can see a handicap placard through the windshield. Since he already started writing the ticket, and from his perspective the view of the tag is obstructed, Officer Chambers issues the citation.
