The FPIC is a basic right of Indigenous Peoples under the IPRA law. My hometown, Kabugao, Apayao is going through the harrowing experience of fighting for our ancestral domain against the oppressive hands of capitalists under the guise of “development”. A series of mega dams is proposed to be built along the APAYAO-ABULUG RIVER which threatens to submerge half of our ancestral domains. The NCIP which we expected to help us assert our rights as indigenous people’s has generally worked against us and we feel their wholehearted support was given to the proponent PAN PACIFIC.
