A company called Vector has started selling their service to small airports. They use public ADS-B data to identify airplanes to subsequently mail landing fee bills to the owners of those airplanes - over and above what they are already paying to the FBO. This is in violation of the ADS-B mandate made by the FAA during the introduction of ADS-B.
