Wide of UN peacekeepers escorting the convoy STORYLINE Government soldiers in the Democratic Republic of Congo killed at least nine people and looted homes and shops in overnight violence that terrorised residents of the rebel besieged eastern city of Goma, according to UN radio. The UN radio station said soldiers looted homes and shops, killed nine people, injured three and raped three girls. A senior army commander said the situation was calm on Thursday morning and that his men were in control of the city. In the latest developments, however, all UN personnel except peacekeepers were being evacuated from the Goma headquarters, according to an AP Television cameraman at the scene. A number of UN staff were seen leaving the compound with their bags packed. According to the cameraman, they were escorted to Goma airport for evacuation. The headquarters will continue to be used as a base for the peacekeepers who were housed in the same complex, he said. Earlier on Thursday, the renegade general besieging Goma called for direct negotiations with the government about security and his objections to a five (b) billion US dollar deal that gives China access to the region's mineral resources. Laurent Nkunda said in a telephone interview with The Associated Press that the reason he called a cease-fire on Wednesday as he reached the gates of Goma was to try to stop chaos in the city. Shops and schools were closed on Thursday but UN troops patrolling in armoured cars were welcomed by residents, who earlier this week attacked UN compounds with rocks to vent their outrage that the peacekeepers were not halting the rebel advance. Hours earlier, retreating soldiers had been commandeering cars and rushing away along with a flood of tens of thousands of displaced people, some of whom have been on the run for weeks. One local resident said that government soldiers had robbed his neighbours of all their money and belongings. Goma's governor acknowledged on Wednesday that panic was spreading, but stressed that UN peacekeepers were still in charge and rebels had not yet entered the city.
