That's 31 Time Trials in total. 18 from Crash Team Racing (CTR) and 13 from Crash Nitro Kart (CNK). First you must finish a time trial with a decent time to unlock Tropy. Oxide’s time is pretty tricky for this one. The most important part is getting a lot of boost-chains combined with the boost-pads before the finish line. A good boost-line there will grant you Sacred Fire which you can carry for a while in order to save some time against Oxide. The shortcut is easy to get on but hard to get a good line on.
