This video tutorial would be the perfect example on how to fix the issue of finding the server key for sending fcm programmingly. Since Cloud Messaging API (Legacy) is depreciated and in the new Firebase Cloud Messaging API (V1) method we won't get the server key, the new approach of using service account credentials (i.e. a json file) to authenticate and send fcm notification programmingly. For this tutorial I've used firebase admin SDK and python to send fcm notification, if you want to know about how to send firebase cloud message from an Android app using firebase admin SDK let me know in the comments.
