On August 20, 2025 at approximately 1:15 AM, Deputy Christopher Olin with the Whitman County Sheriff’s Office observed a 2000 Toyota 4Runner being driven at an excessive rate of speed on the 1400 block of NE Merman Drive. He drove towards the vehicle and initiated a traffic stop. The driver was identified as 24-year-old Annie Tran, and she told the Deputy that she was driving at 30 MPH. As he was speaking with Annie, he detected the odor of alcohol and observed indicators of impairment. He asked Annie how much she had to drink, and she admitted to consuming alcohol earlier that evening. Based on his suspicion of impairment, Annie was asked to exit the vehicle and perform field sobriety exercises. The first field sobriety exercise was the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Deputy Olin observed 4/6 clues of impairment. The second exercise was the Walk and Turn test. During the Walk and Turn test, Annie did not touch heel-to-toe on each step and turned improperly. The final exercise was the One Leg Stand test. Following the field sobriety exercises, Annie was offered the opportunity to submit to a PBT. The results of the PBT indicated a BAC level of 0.118%, which was more the legal limit of 0.08%. Based on her excessive speeding, the odor of alcohol, her admission to consuming alcohol earlier that evening, her inability to adequately complete the field sobriety exercises, and the results of the PBT, Annie was placed under arrest for driving under the influence. Deputy Olin initially transported her to the Pullman Police Department for further processing. At the Pullman Police Department, Annie agreed to submit breath samples. During the observation period, she mentioned how she has seen some the other Whitman County DUI videos on the TikTok. Her first breath test results indicated a BAC level of IR 0.104 and EC 0.111, while her second breath test results indicated a BAC level of IR 0.109 and EC 0.117. After the Alcotest was administered, Deputy Olin transported Annie to the Whitman County Jail where she was turned over to a Corrections Officer.
