Rwandan authorities allege that Agathe Habyarimana, the widow of then-president Juvenal Habyarimana, was one of the architects of the genocide that began after his plane was shot down on 6 April 1994 "I am delighted and I have always had confidence in French justice," she said. Two years ago a Rwandan prosecutor issued an international arrest warrant for Habyarimana on charges of genocide and "crimes against humanity". French police detained her last year, but she was released on condition that she stay in France. The court''''s ruling is binding on Prime Minister Francois Fillon.
