Exterior of court STORYLINE: The Paris appeals court has ruled that France must not extradite the wife of Rwanda''''s former president who is sought by a prosecutor in connection with the African country''''s 1994 genocide. Rwandan authorities allege that Agathe Habyarimana, the widow of then-president Juvenal Habyarimana, was one of the architects of the genocide that began after his plane was shot down on 6 April 1994 "I am delighted and I have always had confidence in French justice," she said. Two years ago a Rwandan prosecutor issued an international arrest warrant for Habyarimana on charges of genocide and "crimes against humanity". French police detained her last year, but she was released on condition that she stay in France. The court''''s ruling is binding on Prime Minister Francois Fillon. Rwanda could still make a second request for extradition - but the ruling makes an eventual extradition very unlikely. Rwanda''''s genocide was sparked after an airplane carrying President Habyarimana was shot down as it neared Kigali. Habyarimana said Rwanda''''s allegations against her because she was "involved in a civil case in France and I am asking that the ones who downed my husband''''s airplane be judged like the others". The court''''s reasoning for the decision was not immediately available.
