Closure of HCWP Stream • IRCC officially marked the “applicants not working in Canada” stream of the Home Care Worker Pilots (HCWP) as closed on Sept 29, 2025. • This stream never opened to applications. Other Options for Caregivers Outside Canada • Express Entry (Healthcare category): o Eligible for NOC 33102 (Nurse aides, orderlies, patient service associates). o Recent CRS cut-off: 470. • Provincial Nominee Programs (PNPs): o Manitoba – Skilled Worker Overseas stream o Ontario – Employer Job Offer: Foreign Worker stream o New Brunswick – Priority Occupations (NOCs 33102, 44101, 42202 only) o Newfoundland & Labrador – Skilled Worker category Reason Behind Closure • Large application backlog of 34,400 caregiver files. • IRCC plans to process only 14% (≈4,816) in 2025. • Already 4,200 PRs landed through caregiver pilots in 2025; ≈600 more expected this year. • HCWP in-Canada intake target: 2,750 PRs. • PR admissions cap for all federal pilots (2025): 10,920.
