Since 2010, the number of people locked up in U.S. prisons has fallen by nearly 100,000. Although a welcome change after decades of sustained and unceasing growth, this decline in incarceration is surprisingly limited given the bipartisan support for reforms. Further, the decline is not particularly widespread (over 45% of that drop is due just to California, and prison populations continue to grow in half the states), and faces constant political pressure from law enforcement and other groups who favor more punitive responses to crime. This talk will examine some of deep-seated challenges that reform efforts face and how to possibly confront them. John Pfaff is a Professor of Law at Fordham Law School, where he studies the causes and consequences of mass incarceration. In particular, his research focuses on the power of prosecutors, the economic and political incentives that shape punitive policies, and the need to rethinking how we respond to violent behavior. He is the author of Locked In: The True Causes of Mass Incarceration and How to Achieve Real Reform.
