The 21 September 2025 referendum on Guinea’s new constitution comes four years after the coup that toppled Alpha Condé’s regime. The referendum is a prerequisite for holding elections and will mark the end of the country’s transition back to democracy. However, controversies surrounding the draft constitution and national stakeholders’ lack of trust in the process pose significant challenges. Given that electoral crises have historically caused political instability in Guinea, it is vital that tensions are diffused to allow for a peaceful referendum and subsequent elections. Simultaneous English-French interpretation will be provided. Moderator: Paulin Maurice Toupane, Senior Researcher, Institute for Security Studies (ISS) Panelists: Aïssatou Kanté, Researcher, ISS Dr Jean Paul Kotembedouno, Rapporteur for the Constitution and Laws Committee of the National Transitional Council, Guinea François Fadoua Tolno, Peacebuilding Expert and former national coordinator of WANEP-Guinea Dr Aliou Barry, Executive Director, Stat View International and Representative of the Afrobarometer network, Guinea This event is funded by the Government of Denmark and the Bosch Foundation. The ISS is also grateful for support from the members of the ISS Partnership Forum: the Hanns Seidel Foundation, the European Union, the Open Society Foundations and the governments of Denmark, Ireland, the Netherlands, Norway and Sweden.
