Although located in the State of Iowa, Council Bluffs temporarily served as the first capital of Nebraska Territory. Francis Burt, the newly arrived governor of Nebraska, died suddenly of pneumonia contracted during his trip west. His secretary, Thomas B. Cuming, an Iowan, became acting governor. Upon assuming his duties, Thomas Cuming named Omaha as the capital and established his headquarters in Samuel Bayliss’ Pacific House on “lower” Broadway in Council Bluffs opposite its intersection with Pearl Street. Here in his hotel office, he conducted conferences and formulated many of his most important policies related to Nebraska Territory. Five citizens of Council Bluffs had seats in the Nebraska Legislature: Hadley D. Johnson, H.C. Purple, Andrew J. Hanscom, Alfred D. Jones, and J.C. Mitchell. Until moved to Omaha several months later, the Pacific House was in effect the capitol of Nebraska.
