FLOOD CONTROL PROJECT IN MASANTOL & MACABEBE #Inauguration of the Integrated Disaster Risk Refuction and Climate Change Adaptation Project - Phase 1 (IDRR-CCA 1) Masantol, Pampanga August 7, 2024 Inauguration of the FIRST EVER climate loan of the Philippines: the Integrated Disaster Risk Reduction and Climate Change Adaptation in the low lying areas of Pampanga Bay. We conceptualized this loan more than 15 years ago when climate change was not yet as serious as it is today. However, it shows that the Philippines has long been preparing for the largest challenge facing the world today: global warming and rising sea levels. Our small area of Pampanga is the catch basin of all the water of Northern and Central Luzon: Water comes down from the Sierra Madre, Zambales and Caballero mountain ranges and down to Aurora and Nueva Ecija and finally to this very small area before it exits into Manila Bay. This is the place where all major rivers converge into two very small towns: Macabebe and Masantol. Also, our rivers remain silted with lahar due to Mt. Pinatubo more than 30 years ago. We are also suffer from tidal flooding and salt water backflow since Manila Bay is now higher than the Pampanga River. Our towns, schools and houses remain flooded for much of the year. However, it’s not all a sad story. We are more than the flood and we are more than climate change: we are a story of hope and resilience. Our 4 upriver towns: San Luis, Candaba, Apalit and San Simon have some of the richest soil in the Philippines and produce 60% of the rice in Pampanga. Our 4 downriver towns are the #1 producer of aquaculture: tilapia, crabs, bangus and shrimp in the entire Philippines and we export to Japan and other Asian countries. Our aquaculture industry is worth Php 160B yearly. We are so grateful for the support of the national government through the years: this loan was conceptualized during the time of President PGMA in 2009, signed by President Pnoy in 2010 and construction started in 2018 under the previous administration. Finally, after 15 long years… it is finished under the strong leadership of PBBM. DACAL A DACAL A SALAMAT PU. We would also like to thank House Speaker Martin Romualdez, DPWH under Secretary Manuel Bonoan, Governor Delta Pineda for their never ending support and also the Republic of Korea. We, in these small towns are fighting the greatest battle ever which is climate change. But with never ending and firm support… especially for the second part of our loan… we know makakayanan po natin ito and we will never give up because this is our home. Tuloy ang laban.
