The probe panel, investigating the encounter of the Hyderabad vet's gang-rape and murder accused, has indicated in its report that the encounter was "staged" and the accused were "deliberately fired upon with an intent to cause their deaths". The Sirpurkar commission report reads, "In our considered opinion, the accused were deliberately fired upon with the intent to cause their death and with the knowledge that the firing would invariably result in the death of the deceased suspect."
