One of the tenants on which the game of Yu-Gi-Oh is allegedly balanced is that more powerful monsters are more difficult to summon. If you want a high level creature with big attack or other powerful effects, you’re often going to have to sacrifice lesser monsters as tribute. Level 7’s are the low threshold of high level monsters, requiring two tributes instead of the one that you need to normal summon level 5’s and 6’s, but some level 7’s break this pattern.
