SOUNDBITE (English) Christophe Peschoux, senior official at the Office of the High Commissioner for Human Rights: "The expert (panel) also found that the detention was arbitrary because Mr Assange was held in isolation in Wandsworth prison and because the lack of diligence by the Swedish prosecutor's office in its investigation resulted in its lengthy loss of liberty. Five years the investigation is still preliminary, no charges have been filed against but still he is deprived of liberty. If this is not arbitrary - what is arbitrary detention?" ++BLACK++ 4. SOUNDBITE (English) Christophe Peschoux, senior official at the Office of the High Commissioner for Human Rights: "The opinion in itself is an opinion and it is legally binding to the extent that it is based on the international human rights norm, which had been ratified by states and when a state ratifies a convention, in this case the convention on civil and political rights, that state has the obligation to implement its provisions. So, indirectly, yes, it is binding." ++BLACK++ 5. SOUNDBITE (English) Christophe Peschoux, senior official at the Office of the High Commissioner for Human Rights: "Compensation has to be afforded to Mr Assange and it is up to the authorities, whose action led to his deprivation of liberty, to assess and decide what compensation can be afforded. But the working group insist that it should have an enforceable right to compensation." ++BLACK++ 6. SOUNDBITE (English) Christophe Peschoux, senior official at the Office of the High Commissioner for Human Rights: "He (Assange) is in the confines of the Ecuadorian embassy, outside there is heavy police guard, he is under very intrusive surveillance and it is likely that he is going out of the embassy he is going to be arrested." ++BLACK++ 7. SOUNDBITE (English) Christophe Peschoux, senior official at the Office of the High Commissioner for Human Rights: "The person who dissented with the opinion is Mr Tochilovsky, he is from Ukraine. I will add to that that are five members in the working group, out of this five members one member has the nationality of Mr Assange and as such was disqualified from participating in the deliberation in the case, so it was four members looking into the case and Mr Tochilovsky dissented with the opinion of the three other members." ++BLACK++ 8. SOUNDBITE (English) Christophe Peschoux, senior official at the Office of the High Commissioner for Human Rights: "It took so long because it is a very complicated case, it is an unusual case. We also remind you that the working group is made of experts who are doing their work pro bono, so they do that in addition to their work and the working group itself is called into action more and more and has a very difficult workload to manage. So, that is the reason why it took so long to issue the opinion."
