I, however, prefer to get a few key NPCs to their max happiness, and honestly don't worry about the happiness of other NPCs that I generally don't buy from anyways. This arrangement gets max happiness for the Goblin Tinkerer (easily the most expensive NPC in the game) for the best discount on his reforging service. The Angler also gets max happiness in order to boost chances of getting good rewards from him. Most of the other NPCs are also generally pretty happy, though not all will be happy enough to sell the pylons at the listed locations. And if you are planning a big purchase from a specific NPC, you can always re-arrange them to make the purchase, then set them back. The other benefit of this arrangement is that by having at least 3 NPCs at each location, it will create a village that suppresses mob spawning in the area, and also makes it easier to re-locate NPCs and still be able to use the pylon.
