(21 Dec 1998) German/Eng/Nat The German foreign minister has said Saddam Hussein is the only person to blame for the bombing campaign against Iraq. Joschka Fischer was speaking after meeting his British counterpart, Robin Cook, in London on Monday. The two men also announced that the European Union will be looking at ways of getting more aid to the population of Iraq. Joschka Fischer has been on a tour of European capitals to prepare for the German presidency of the European Union. On Monday, he was in London meeting with the British Foreign Secretary, Robin Cook. The two also discussed the next step now the air campaign against Iraq has ended. SOUNDBITE: (English) "I have said this morning that with the end of the military campaign we will now commence a diplomatic campaign to build the broadest possible consensus in the international community to stop Saddam from developing weapons of mass terror. I'm very pleased to say that Joschka Fischer and I both find ourselves on common ground on that commitment and I have absolute confidence that with the German government we will be able to build a consensus on how we go ahead with the strategy of containment for Saddam Hussein." SOUNDBITE: (German) "In the eyes of German government Saddam Hussein is the only person responsible for what happened because he refused to fully comply with the U-N council resolutions and with the memorandum of understanding entered into with the Secretary General of the United Nations, Kofi Annan, and therefore Saddam Hussein is responsible for the consequences." SOUNDBITE: (German) "But also based on the efforts aiming at full compliance with the security council resolutions and the necessary monitoring and control efforts through the verifiers we need to find a way in which we can show a way out of that isolation to Saddam Hussein."
