It has often been implied that it was simply gross negligence on the part of her builders and the White Star Line. The truth is a bit more nuanced than that. The OLYMPIC class ships were built according to the latest thinking: a ship should be its own lifeboat. Setting a small, open boat adrift in the harsh North Atlantic wasn't considered an ideal life-saving measure. Instead of lifeboats TITANIC boasted watertight subdivision, a double bottom, and a powerful wireless set. The goal was to prevent her sinking and/or keep her afloat long enough for help to arrive. The lifeboats would only be needed to ferry passengers to a rescue ship. The successful rescue of passengers during the sinking of White Star's own RMS REPUBLIC in 1909 reinforced this theory. The ship was her own lifeboat. Unfortunately the events of April 14th/15th 1912 proved this line of thought flawed. For 1500 people there would be no ship, no lifeboats, and no rescue -- only an icy Atlantic grave. The SOLAS (Safety of Life at Sea) Convention requiring vessels to comply with minimum safety standards in construction, equipment, and operation was first adopted because of the TITANIC disaster. This includes the "Muster Station Drill" held at the beginning of modern cruises to this day.
