Today Boris Johnson will announce a new system to regulate coronavirus lockdowns around the country, with areas now to be categorised under three different tiers. Localities in England will now be labelled as either on “medium”, “high” or “very high” alert. Under the medium tier, which is the lowest alert level and applies when there are fewer than 100 cases per 100,000 people, current restrictions in place nationally will apply. The rule of six, 10 pm curfew on pubs and restaurants, social distancing and the mask mandate in shops and public transport will all be enforced. It is expected that most places in the south of England will be under the medium tier to begin with, especially in the south west where infection rates remain low. The high alert level comes into effect when over 100 cases of coronavirus per 100,000 is found in a community. This applies if a coronavirus outbreak cannot be contained through local responses, for example isolating groups of people who have coronavirus at the same workplace or apartment building. At this level all previous restrictions apply as well as a ban on households mixing. Two households will be able to meet but only if it is in a garden or outdoor space. Tier three, described as a “very high” alert level, will be triggered when infection rates are “significantly higher” than the rest of the country. Overnight stays in an area will be banned for visitors and households will be completely banned from mixing indoors and outdoors. Travel outside of a tier three area will be banned unless for essential purposes such as work, education or health. Restrictions will be reviewed every four weeks, and local authorities will be able to impose tighter restrictions if they wish to do so. It is expected that Liverpool will be placed under the “very high” alert level immediately with other areas to follow, mostly cities in the north of England where coronavirus is spreading quickly.
