This solution uses a combination of permissions, scripting and triggers to take a form submission, populate a parent spreadsheet, push the submitted data to the appropriate child spreadsheets and then let the members of the organization manage their data in their child spreadsheets and only push the updates that I, the admin, will allow back to the parent sheet. Further, it still allows the managers to add their own data column to their child spreadsheets without fear of breaking the overall parent sheet.
