(21 Mar 1997) Russian/Eng/Nat In an unusual public airing of their rift, President Clinton and Russian President Boris Yeltsin ended summit talks Friday deeply divided over NATO expansion. But both leaders did agree to a new round of arms-reduction negotiations designed to dramatically reduce nuclear stockpiles. Despite hopes of using this summit to iron-out differences of NATO expansion eastwards, the most delicate of all U-S-Russian issues, President Clinton leaves Helsinki without an agreement. Yet he made it clear that it made no difference to plans for expansion to include former Soviet states. SOUNDBITE: (English) "We are building a new NATO just as the Russian people are building a new Russia. I am determined that Russia will become a respected partner with NATO in making the future for all of Europe peaceful and secure. I reaffirmed that NATO enlargement at the Madrid summit will proceed and President Yeltsin made it clear he thinks it's a mistake." SUPER CAPTION: U-S President Bill Clinton But there were positive signs towards the reduction of nuclear weapons in both countries. SOUNDBITE: (English) "President Yeltsin and I agreed on guidelines for START 3 negotiations that will cap at two thousand to twenty-five hundred the number of strategic nuclear warheads each of countries could retain and to finish the reductions of START 3 by the year 2007. Now think about it, this means that within a decade we will have reduced both sides' strategic nuclear arsenals by eight per cent below their Cold War peak of just five years ago." SUPER CAPTION: U-S President Bill Clinton And Russia, which last year attended talks at the G-7 summit in Lyon has finally been recognised as the new eighth partner in the gathering of the world's leading nations. SOUNDBITE: (English) "And I am pleased to announce with the approval of the other G-7 nations that we will substantially increase Russia's role in our annual meeting now to be called the Summit of the 8 to be held in Denver in June." SUPER CAPTION: U-S President Bill Clinton Russian President Boris Yeltsin welcomed Clinton's attempts to ease Moscow's security concerns but admitted their was still an enormous task in front of them. SOUNDBITE: (Russian) "We want to put an end to that which has divided us for decades. We want to put an end to the distrust and enmity - to do this straight away is impossible, we need decisiveness and patience which both myself and Bill Clinton possess. I strongly believe we will be able to solve the questions that we have so far been unable to solve. SUPER CAPTION: Russian President Boris Yeltsin And there was no hiding Bill Clinton's disappointment as Boris Yeltsin explained that Moscow was still against NATO enlargement. SOUNDBITE: (Russian) "We believe that NATO's eastwards expansion is a mistake. In fact. it is a serious mistake. Nevertheless, in order to minimise negative consequences for Russia, we have signed a pact with NATO, Russia and NATO - and in this is the main question. We have talked about the parameters of this document with President Bill Clinton. SUPER CAPTION: Russian President Boris Yeltsin The Presidents agreed that they should work, both together and with others, on a document that will establish co-operation between NATO and Russia as an important element of a new comprehensive European security system.
