Build a large extraction settlement. I was disappointed from the commodities, since I got fully developed extraction economy on 2 other planets in the same system. I guess it doesn't count when starting building settlements on another planet in the same system. I guess I have to build another good working economy here as well by building another tier-1-planetary port and then 1 or 2 hubs. After that, I might need to build something military. Those pirate attacks are getting out of hand in this low security system...
