Steven retains his entire team, but they're all at level 100, but with open weaknesses, and someone was actually smart enough to make Aggron a physical attacker, other than a special one, because, obviously, it's special attack is crap, and, yeah, I used Latios for Metagross. Sue me. This is what hacks can do to you if you have free access to legendaries. Either way, you can still beat Steven while under-leveled, but you gotta be careful. If you're under-leveled, but have the whole weakness range for his team, you should be fine. If you're under-leveled, and don't have the biggest range of his team's weaknesses, you're gonna have a hard time, if not an impossible time.
