At least four countries in the Middle East and North Africa (MENA) region are looking at cannabis as a source of revenues to boost their economies. Turkey’s President Recep Erdogan called for an increase in hemp production in January 2019 to offset losses from anti-narcotics measures. Turkish law prohibits cannabis production except for seed, fiber, and stem as raw materials for industrial purposes. To prevent illegal cultivation, Turkey began regulating cannabis cultivation in 19 of 81 provinces. Israel passed a new law designed to regulate medical cannabis exports. It is expected to boost tax revenues, create jobs, and increase investment in agriculture, research and production. At least eight Israeli companies produce cannabis, and many have requested government export licenses. The Netherlands, Canada, and Israel are the only countries that allow cannabis exports. Lebanon is also trying to regulate hemp cultivation to revive its declining economy. After more than a decade of political crises and civil war, Lebanon is the country with world. Cannabis production soared during Lebanon’s civil war from 1975 to 1990, but the government failed to introduce innovative crops when the war ended. In Lebanon, the production of cannabis is dominated by powerful landowners in the fertile Bekaa Valley The sale and consumption of cannabis in Morocco are criminal offenses. Morocco’s parliament considered cannabis legalization for the first time in 2013 to curb illegal cultivation and aid farmers. However, the Islamist ruling party, the Justice and Development Party (PJD), opposed the proposal. Even as the governments of Turkey, Israel, Lebanon, and Morocco continue to debate the legality of cannabis production, they are all interested in improving their economies with official regulation.
