As of January 2026, a mandatory online pre-departure course will be required for all third-country nationals seeking to work in Malta for the first time. This course is part of Malta's new Labour Migration Policy and costs €250. Who Needs the Course? All non-EU/EEA/EFTA nationals applying for a first-time single work permit must complete and pass the course before their application can be processed by Identità (Malta's agency for identity management). Course Details The program is delivered through the Skills Pass platform and consists of two online modules that take approximately 10-12 hours of learning each. Topics covered include: Basic English language skills Cultural norms and life in Malta Workplace hygiene and conduct Workers' rights and obligations Respect for civil rights Process and Assessment Enrolment: Applicants enroll through the Skills Pass portal, which is scheduled to open on January 5, 2026. Online Modules: Complete the online learning materials. Assessment: Sit for an online assessment. Live Interview: Attend a live online interview to verify language skills and understanding of the content. Certification: A certificate is issued upon successful completion.
