The California Department of Corrections and Rehabilitation (CDCR) is launching the Condemned Inmate Transfer Program (CITP). This initiative marks the closure of segregated death row units at San Quentin and the Central California Women’s Facility. Approved on Jan. 31, 2024, it aims to relocate individuals with death sentences to different CDCR facilities by summer 2024. The CITP offers incarcerated individuals with death sentences opportunities such as employment, rehabilitation programs, and avenues for restitution to victims. It is important to note that this program does not alter their sentenced status; they remain condemned. Additionally, it enables CDCR to repurpose existing facilities for educational and restorative justice purposes. Expanding upon the Condemned Inmate Transfer Pilot Program (CITPP), CITP extends eligibility from eight to 24 institutions. This ensures permanent transfers tailored to individuals' behaviors rather than solely based on their prison sentence. Detailed evaluations by the Institution Classification Committee (ICC) make sure placements in facilities with appropriate security measures. CDCR places significant emphasis on transparency and victim engagement throughout the CITP process. The Office of Victim and Survivor Rights Services leads communication efforts with victims, keeping them informed about the transfer process and encouraging active involvement in staying updated. CITP reflects a broader shift towards rehabilitation-focused approaches within the criminal justice system.
