Venice, Los Angeles – Friday, November 8, 2024 — During the weekly Friday cleanup at Venice Beach, Los Angeles Park Rangers and sanitation workers encountered a homeless man camping near the skate park. The man, known to Park Rangers for repeatedly occupying the same spot and having received multiple prior advisals, was asked to vacate the area. He initially complied, and the Park Rangers proceeded to another nearby encampment. Approximately 30 minutes later, Park Rangers noticed the man had returned to the same spot, bringing back his belongings, including a shopping cart. This time, the Park Rangers issued him a citation for violating Los Angeles City Municipal Ordinance 63.44.b26, which addresses regulations affecting park and recreation areas. The ordinance specifically prohibits the unauthorized storage of personal property and bulky items—defined as those too large to fit in a 60-gallon container—within city parks, to ensure public spaces remain accessible and safe for recreational use. Los Angeles Municipal Code Section 56.11 further regulates the storage of personal property in public spaces, allowing individuals to retain belongings if they fit within a 60-gallon container and do not obstruct pathways or pose hazards. The ordinance, which was amended in 2016, aims to balance the public’s need for clean, safe spaces with the rights of those experiencing homelessness. While property impoundments generally require a 24-hour notice, items that are unattended, pose risks, or obstruct access can be removed more promptly. Park Rangers and Los Angeles Police officers were on-site to oversee the cleanup and ensure adherence to Los Angeles Municipal Code 63.44. The cleanup operation, which did not issue citations to others, emphasized the city’s commitment to managing public spaces with a balanced, compassionate approach. The effort was part of a broader initiative supported by the City of Los Angeles Department of Public Works, LA County Beaches and Harbors, the Los Angeles Department of Recreation and Parks, and Clean Harbors Environmental Inc. A representative from Councilwoman Traci Park’s office, who frequently supports these cleanup efforts, was present. The Los Angeles Homeless Services Authority (LAHSA), which typically provides essential services such as food, water, and hygiene kits, was notably absent during this operation. This ongoing initiative forms a crucial part of the city's strategy to address homelessness with an emphasis on supportive, rather than solely punitive, measures.
