NAFTA, which was enacted in 1994, eliminates tariff and non-tariff barriers on the trade of goods and services between the US, Canada, and Mexico. NAFTA called for the immediate removal of tariffs on 70% of US imports from Mexico and 50% of Mexican imports from the US. Other duties were scheduled to be reduced over a 15 year period, with all agricultural tariffs phased out by 2008.
