What happens when upscale buildings are built in the middle of New York City Public Housing? The New York City Housing Authority (NYCHA) says they will close their $17 billion deficit by using a strategy called "infill." This strategy allows the leasing of NYCHA campuses to private developers, who will build new rental units that are 50 percent market-rate housing and 50 percent affordable housing, in between low-income housing. Will this build stronger communities in gentrifying areas or hurt existing low-income housing?
