Birmingham city officials say, "The homes at McMillan are not in a flood plain area. Because of the enormous amount of heavy rainfall, it is likely that the ditch you referenced crested. If this was due to a maintenance issue, DPW can certainly come out to inspect the area." Meanwhile, City council pro tem Crystal Smitherman represents this area. She says in a statement, "Unfortunately, as we’ve seen in recent months, these instances of heavy rain have pushed our storm water system past the limits that it was designed to accommodate – we had up to 6 inches fall in under an hour early this morning.
