The aim of this session is to invite government officials and evaluators around the world to share their experiences on how to use evaluation for governmental coordination, in order to identify best practice and solutions to the challenge. As the Chinese government is committed to modernizing its governance system and capacity, emphasizing the role of evaluation in national governance, the experience of China is shared with all the participants. Nowadays, countries around the world are committed to their reform and development agendas and are actively working towards achieving the SDG goals. Governments have taken various measures to improve their governance capacity, increase public investment and mobilise social resources. At the governmental level, there is strong demand for the coordination of increased resources and actions. At the practical level, evaluation plays an important role in governmental coordination through its accountability and learning functions: Evaluation promotes consensus among government departments. Through interlinked evaluation activities, departments and institutes can deepen their understanding of the national governance directions and promote reform actions smoothly. Evaluation coordinates policy efforts. Evaluation policies formulated by various departments jointly enrich the national evaluation system and harmonize policy actions with each other. Evaluation fosters learning among departments. Through the exchanges of evaluation result and dissemination of reports, government departments and institutes can learn from each other. Evaluation helps ensure data accessibility. By participating in national-level evaluation, such as the evaluation of the development plan, data standards could be harmonized, data quality and accessibility could be improved. Evaluation supports evidence-based decision making. High-level government could make decisions based on the performance evaluation evidence provided by different departments or evaluation institutes, demonstrating the role of evaluation as a coordination tool by central government.
