On February 17, 2026 the VA published a new rule in the Federal Register amending the regulations that govern how the VA evaluates functional impairments for disability compensation. This new rule was intended to be effective immediately but was abruptly stopped on February 19, 2026 and put it in the comment period of the typical rule making process. This rule was formally rescinded by the VA on February 27, 2026 and removed from the Federal Register (rescission was filed 2/26/26 and published 2/27/26). The purpose of the new rule was to direct the VA to rate a veteran’s disabilities based on the actual level of functional impairment while on medication or treatment. Does this rule impact existing VA ratings? No, because it was rescinded from the Federal Register on February 27, 2026 (rescission filed 2/26/26 and published 2/27/26).
